Details of Current & Planned Developments

Prince Edward County is in the midst of a housing boom which will change the community in many ways. This article attempts to capture all housing development in the County across all stages of the development pipeline. The article covers only developments of five dwellings or more and excludes the (extensive) development of individual homes. Likewise, resort and tourist developments are not included. Development projects are broken down by region of the County.

Comment: This development was originally approved in 2015 as a high-end apartment and townhouse condominium project with prices from the mid-$400’s to the mid-$700’s. In response to slow pre-sales, the planned condo was cancelled and a revised planning application was filed for a smaller sub-division combining single-family homes and duplexes. Because the water allocation for the project was approved in 2015, this project is exempt from the Wellington Interim Control By-Law (aka development freeze.)

Comments: A 260-acre development owned by by Kaitlin Corporation. Applications for sub-division and re-zoning by Kaitlin were previously submitted and approved for development by the municipality in 2012. The approval for the sub-division lapsed in 2017 which required a re-submission of a plan of sub-division and re-zoning of the property. Citing delay in approval of its revised plan, Katlin appealed to the Local Planning Appeal Tribunal. According to a Kaitlin deputation to the August 18th, 2020, progress had been made toward a negotiated solution to the LPAT dispute. The current plan is for for 460 units – 220 singles, 90 townhomes, 88 semidetached, 60 apartment units, small convenience retail, a golf course and Community Club House.

Comments: The plan of subdivision for this project was originally approved in 1997 and lapsed in 2012 after multiple extensions from the municipality with no significant development taking place. Little information is available but the developer lists Lakeside Estates as an upcoming development on their web site. The plan as originally approved included 95 detached homes on the site, but any new application will have to conform with the Wellington Secondary Plan.

Comments: This development will occupy the whole south shore of Picton Harbour. It is the largest project that local developer Dave Cleave has taken on to date. The proposed development includes 19 acres and 1,470 feet of shoreline. The development will be built in 6 phases. Phase 1 will include the planned guest units, single detached homes, semi-detached homes, and townhouses. Phase 1 will also include 22 condo apartments in a mid-rise building. The proposal covered land where a previously approved sub-division had lapsed due to inaction by the developer.
